Baltimore-based artist Katie Pumphrey checks on her sculpture, “Over Under,” in a light rain on Saturday. The sculpture, at Charles St. and Mt. Royal Ave., is part of Artscape. The event was cancelled Saturday due to Tropical Storm Ophelia. Pumphrey is an open water swimmer and created the work around the joy and anxiety of the sport.
