Police saw one of their own charged this week for an on-duty shooting. They arrested a slew of others on gun charges and attempted-murder charges, plus two homicide suspects. And the carnage continued, with eight more confirmed homicides amid a continuing wave of shootings. Police are also paying a lot of attention to illegal dirt-bike riders in the Northwest area of town.

Monday, Aug. 17


12:01 a.m. Paul Passley, a 58-year-old African-American man, was with his Porsche on the 2100 block of Vine Street when someone shot him in the back of the head and stole the car. Police found Passley on the street shortly afterward, and medics pronounced him dead. The Porsche was crashed 11 blocks away on the 800 block of North Bentalou Street, where police found it after the suspects fled. Police say Passley lived on the 6700 block of Brompton Road, about seven miles from where he was killed.

Tuesday, Aug. 18

7:48 p.m. A 21-year-old man, whose name police have not yet released publicly, was on the 200 block of North Conkling Street in the Baltimore Highlands neighborhood when someone shot him multiple times in the body. He was dead when police got there.

8:52 p.m. About an hour later and five miles away on the 2200 block of Ashton Street, in the Carrollton Ridge neighborhood of Southwest Baltimore, police found a 28-year-old man who they have not yet further identified publicly. He had multiple gunshot wounds to his body. He was dead.

Wednesday, Aug. 19

10:27 a.m. Police called to a vacant house on the 1500 block of Traction Street in the Penn-North neighborhood found the body of Richard Joseph Dabbs Jr., a 45-year-old African-American man who had resided on the 1600 block of North Gilmor Street, a nine-minute walk south. Dabbs had been shot once in the body.

8:46 p.m. Thelonius Monk, a 28-year-old African-American man, was on the 500 block of South Catherine Street when someone shot him at least once in the chest. He made it to a hospital but died there soon after. Monk resided on the 2600 block of St. Benedict, about two blocks west of where he was killed. He was murdered just outside of the Carrollton Ridge neighborhood, about three blocks west of where another 28-year-old man was shot 24 hours before.

Thursday, Aug. 20

11:01 a.m. Raykwon Young, a 20-year-old African-American man, was on the 2700 block of Huntington Avenue in Remington when someone shot him in the upper body. He died in a hospital soon after.

2:30 p.m. A man who police have not yet publicly identified was shot to death on the 1100 block of West Saratoga Street in Poppleton. He was hit multiple times and died on the street, they said.

Saturday, Aug. 22

8:07 a.m. A man who police have not yet publicly identified was shot multiple times. Police found his body on the 2700 block of North Longwood Street, in the Hanlon-Longwood neighborhood of Northwest Baltimore.


Police announced attempted murder charges against police officer Wesley Cagle, who allegedly shot a burglary suspect who had already been shot and posed no further threat.


On Aug. 17, four Northern District officers (Armstrong, Moorehead, Kunkle, and Zimmerman) chased down Jarvis Joyner, 24 years old, on the 500 block of Winston Avenue. They say Joyner pitched a 9 mm handgun while he ran, so he was charged with a weapons violation. Later police announced that they had obtained a warrant for Joyner on murder charges. They say he killed Djuan Tillet, a 25-year-old African-American man, on March 3.

On Aug. 18 police arrested Maurice Page, age 59, and charged him with the July 24 first-degree murder of Damon Ramsey, a 39-year-old African-American man.

Police also arrested Curtis Moore, age 20, and charged him with attempted murder for a July 25 shooting of a 26-year-old man on the 2300 block of Wilkens Avenue
