A Randallstown title insurance agent who allegedly stole tens of thousands from her clients to pay her personal bills pleaded guilty to felony theft and felony theft scheme charges, the Maryland Attorney General's Office announced Friday.
Carole Tilghman, 50, was sentenced to five years' incarceration, with all but six months home detention suspended. A Baltimore County Circuit Court judge also placed her on five years supervised probation and ordered her to pay $2,500 in restitution.
Tilghman, who operated a Randallstown title company called Client 1st Title, allegedly overcharged buyers and sellers on recordation taxes and title abstract fees, keeping the additional money to pay her car, mortgage and credit card bills, the Maryland Office of the Attorney General said.
The Maryland Insurance Administration revoked the licenses of Tilghman and Client 1st Title in 2011, ordering her and the company to repay customers nearly $52,000. The alleged overcharging took place between 2007 and 2010.
