The Harford County Council introduced County Executive David Craig's bill to repeal the statewide sediment fee, known as the "rain tax," during its Tuesday night meeting.

Craig announced plans to repeal the state bill within Harford County earlier this month and has been regularly challenging it, saying the state has not explained how the fee will actually help the Chesapeake Bay and accusing the government of failing to clean up its own house, environmentally speaking.
