Sheila Joy Jacobs, state administrator, dies

Sheila Joy Jacobs, a retired Maryland Department of Human Resources administrator and movie and theater buff, died Oct. 5 of metastatic cancer at Gilchrist Hospice Care. She was 67.

Sheila Joy Zaba was born and raised in Forest Park. After graduating in 1961 from Forest Park High School, she went to work for the state Department of Human Resources.

During her 30-year career, Mrs. Jacobs held various positions, including assistant to the director of the office of Project Independence Management, administrative assistant to the director of the Social Services Administration, and administrative assistant to the deputy secretary of Employment and Social Services.

The Randallstown resident retired in 1991.

Mrs. Jacobs was a longtime volunteer at the Randallstown branch of the Baltimore County Library and had been active with the American Cancer Society's Owings Mills Relay for Life Project and had co-chaired the event one year.

Mrs. Jacobs was diagnosed 15 years ago with the cancer that claimed her life, family members said.

She was a volunteer at the Hippodrome Theatre and enjoyed attending the theater.

Mrs. Jacobs, who was an avid movie fan, had worked as an extra in movies that had been filmed locally.

"She loved going to New York to see Broadway and off-Broadway plays," said her husband of 42 years, Saul D. Jacobs, a retired Defense Department employee.

Services were Oct. 7.

In addition to her husband, Mrs. Jacobs is survived by her daughter, Staci Jacobs of Randallstown.
