Edgewood man drowns in Harford Co. state park

A 31-year-old Edgewood man drowned while swimming at Rocks State Park in Harford County on Saturday afternoon, officials said.

Phillip Randall Anders Jr. drowned just after 3 p.m. in the Deer Creek Rapids inside the park, off Route 24, said Sgt. Art Windemuth, spokesman with the Maryland Natural Resources Police.

Emergency medical units responded, but Anders was pronounced dead at the scene, Windemuth said. He said the cause of the drowning was unclear, but that drugs or alcohol did not appear to be a factor.

Swimming is permitted in the area where Anders went under, Windemuth said. The water depth is only several feet deep.
