Unfair criticism of city surveillance flights

The "secret" of 2016 was of course the $120,000 aerial surveillance program over Baltimore as part of its CitiWatch program.

But it was no secret to the billionaire Arnolds or the Baltimore Community Fund, which got no blame concealing it from the public.

If witnesses would come forward to testify in homicides and other crimes in Baltimore perhaps aerial surveillance would not be needed. Ditto for the ubiquitous cameras of the CitiWatch program.

So is The Sun being fair to the police by berating them for their "secret" surveillance? I don't think so.
