Christopher Bryan, an investor from California, has been buying the right to collect unpaid city bills incurred by churches across the city. If the churches can't pay him, he'll be able to foreclose on the properties. His plan is to ultimately rent or sell the buildings to new pastors who he thinks will make better use of them.
Lien Amount: The size of the unpaid bill. The buyer pays this amount to the city.
Winning bid: The buyer will have to pay this amount if he ultimately forecloses on the church.
Tax sale year: The debts are sold in an online auction held each May.
