- A Westminster man was arrested Saturday, Aug. 18 after he broke in to an apartment and slapped a woman, police said. Keith Shifflett, 59, of the unit block of Madison Street, was charged with fourth-degree burglary, home invasion and second-degree assault, according to electronic court records.
