As artists vacate Bell Foundry, questions swirl around its future

Congress Hall

See where the founding fathers ratified the Bill of Rights and the United States Constitution at Congress Hall. Between 1790 and 1800, Congress Hall served as the meeting place of the U.S. Congress when Philadelphia was the capital of our fledgling country. The building is next door to Independence Hall and has been restored to appear as it did then.
