See where the founding fathers ratified the Bill of Rights and the United States Constitution at Congress Hall. Between 1790 and 1800, Congress Hall served as the capitol of the United States when Philadelphia was the capital of the fledgling United States of America. It has been restored to appear as it did when it was the capitol of the United States, and is next door to Independence Hall. Congress Hall
