  9. Drop the 'two-war' plan

    As defense strategists at the Pentagon carry out their review of how to make roughly $400 billion in cuts over 10 years, and Congress considers the possibility of reductions twice as large as required by  the supercommittee's failure to reach agreement, one clear change in policy is appropriate: It is time to drop the longstanding assumption that U.S. ground forces must be capable of fighting two overlapping regional wars. Rather, ground-force planners should adopt a "1+2" framework, planning for one major war together with two smaller (but perhaps longer) multinational stabilization missions.

  11. Occupy Baltimore: time for Phase II

    Although some of the Occupy Baltimore protesters are expressing disappointment and anger at their early morning rousting from their McKeldin Square encampment, both they and the Baltimore Police Department deserve congratulations for peacefully handling  the kind of encounter that has led to violence and destruction in other cities. It would not have served the interests of either the police or the protesters to have a confrontation in which dozens of activists — and the homeless and others who had been welcomed in the encampment — were hauled off to jail. Baltimore managed to clear its encampment with no arrests and no injuries, in stark contrast to the experience in New York and Oakland, Calif. — and even places like Philadelphia and Los Angeles, where the evictions were relatively smooth. It speaks well of the relationship the Baltimore police had forged with the protesters and will only serve to help Baltimore's Occupiers to broaden their movement.

    Initial results from Egypt's first elections since the fall of President Hosni Mubarak are in, and it appears Islamist parties have captured the lion's share of the vote. The rise of politicians eager to curtail basic human rights, particularly for women, in the name of religion is cause for real concern, but this early round of voting does not necessarily mean the country is headed for an Iran-like theocracy. The U.S. and its allies must resist the impulse to do anything that might push the country in that direction.
