    In response to the Newtown tragedy in December, the Obama administration proposed a package of reforms, including a proposal to provide $150 million for local jurisdictions to hire new school resource officers (SROs) or counselors and $4 billion for the Community Oriented Police (COPS) program, which can also be used to hire law enforcement in schools. Members of Congress will be considering these proposals in the appropriations process and have introduced a number of others that would authorize more law enforcement officers in schools.

    In the recent article "Perry Hall Shooter gets 35 Years" (Feb. 25) I ask myself, what was Judge Robert E. Cahill Jr. thinking? Trying a troubled 15-year-old boy who made a very bad choice as an adult instead of placing him in the juvenile court system where he would receive the psychiatric help he needs, is a total travesty of justice.

    The O'Malley administration's decision to scrap its plans to build a $70 million youth jail in Baltimore is a major win for the city and its youth. It is made possible both by the significant successes of recent years in reducing violent crime and by a renewed effort on the part of the Department of Juvenile Services to place troubled youth in more appropriate settings, and it will end the deplorable practice of housing juveniles charges as adults in an adult jail. It is a credit to the advocates who have been fighting against the plan, and it deserves the legislature's support.

    State officials were right last week to postpone approval of a Department of Juvenile Services contract to increase the capacity of the privately owned Silver Oak Academy juvenile residential treatment facility in Carroll County.
