Four major construction projects just in the town of Bel Air were being held up 25 years ago by a lack of rain, with more likely to follow in the coming weeks.

Maryland American Water Company, which provided water to the town, was working with the Maryland Department of Natural Resources to determine if the necessary water construction permits could be issued.
