Amid the latest fray in a case to bring about a dozen Howard County zoning changes to referendum this fall, there is a final deadline in sight. August 18 – less than a month away – is the drop-dead date for a referendum question to be submitted to the Board of Elections in time to make it onto the ballot in November. Before that can happen, three cases related to the referendum have to be decided at the Court of Special Appeals in Annapolis.
