    Just when Washington looked like it was completely preoccupied with the scandals, real and imaginary, swirling around the White House, a group of Democrats and Republicans in the Senate managed the unexpected (and, these days, extraordinary): They agreed on something. The vote Tuesday night in the Senate Judiciary Committee to forward to the floor a massive overhaul of the nation's immigration system was, to be sure, a small step and doesn't guarantee success in the full Senate, much less the House of Representatives. But it is, at least, a hopeful sign that gridlock in this divided government is not inevitable.

  3. At heart of IRS scandal: flawed 501(c)(4) rules

    Congress passes laws and usually the appropriate agency can write regulations implementing the law. However, the regulations cannot contradict the law. Nevertheless, with respect to the tax law provision 501(c)(4), that is exactly what happened. Under this provision, the government provides a tax exemption to nonprofit organizations who operate exclusively for social welfare ("White House aide: Obama didn't know of IRS policy," May 20). The implementing regulation and the advice from the IRS is self-contradictory. First, the IRS states that "To be tax-exempt as a social welfare organization described in Internal Revenue Code (IRC) section 501(c)(4), an organization must not be organized for profit and must be operated exclusively to promote social welfare."

    Republicans accuse Thomas E. Perez, President Barack Obama's nominee for labor secretary, of twisting the legal process in three cases in St. Paul, Minn., to suit his political purposes. But it is they who are twisting the Senate's role to "advise and consent" on presidential nominees for their own political ends, and in so doing they have smeared the reputation of a talented public servant and damaged the institution in which they serve. Mr. Perez made it out of committee on a party-line vote Thursday, but Republicans are still suggesting they may try to block his nomination on the Senate floor. If they are unwilling to allow an up-or-down vote on Mr. Perez's confirmation, Senate Majority Leader Harry Reid should do what he should have done four months ago and enact real and substantial filibuster reform, whether Republicans like it or not.

  12. Will Minnesota make a marriage equality trifecta?

    Six months after Maryland, Maine and Washington voters endorsed same-sex marriage at the ballot box, two more states have adopted laws allowing gay couples to marry, and a third is poised to join them. On Tuesday, lawmakers in Delaware adopted a same-sex marriage law, and Minnesota's House of Representatives passed a marriage equality measure there today, setting up a final vote in the Senate on Monday. Last week the Rhode Island legislature adopted a similar measure. That three states have moved to legalize gay marriage over the span of less than a month shows how quickly public attitudes toward same-sex unions are changing. Still, more progress may be difficult until more Republicans start to see the issue as one of civil rights, equal protection under the law and individual liberty.
