Rell came into office with a plan to restore public confidence in state government, and signed into law legislation creating a restructured Ethics Commission and campaign finance reforms. Her agenda was tainted, however, by an ethics inquiry involving the conduct of her chief of staff, M. Lisa Moody. Rell pushed to make Connecticut more attractive to business and was a key figure in dissuading the federal government from closing the Groton/New London submarine base ¿ a move that would have cost the state an estimated 31,000 jobs. Rell made large investments in child care and transportation in the state, and signed into law a bill allowing for civil unions between same-sex couples. Before serving as lieutenant governor, Rell represented the 107th House District of Brookfield, her longtime home. She underwent reconstructive breast surgery in December, 2004, and has been an advocate for breast cancer treatment. She and her husband, Lou, have two grown children. She was born June 16, 1946.
