5. June 5 primary: The Times' endorsements

For voters in Los Angeles County, the most important decision in the election that culminates June 5 may be in the <a href="http://www.latimes.com/news/opinion/endorsements/la-opinion-da-candidates-vignette-html%2C0%2C6790845.htmlstory">six-candidate race for district attorney. This will be the first time since 1964 that the race is wide open, with no incumbent. The victor will find himself or herself at the center of issues that continue to make headlines: alleged political corruption, including investigations involving the county assessor elected officials' use and misuse of tax revenue; possible unlawful use of force in the jails; troubling evidence of gang-like cliques among sheriff's deputies; unlawful private meetings; the future of the death penalty and the three-strikes law; and public safety realignment, which will put many convicted felons under the supervision of county rather than state officials. If no candidate wins more than 50% of votes cast, there will be a Nov. 6 runoff between the top two finishers.

  15. Linda Parks for 26th Congressional District

California's redistricting reforms of 2008 and 2010 took crucial boundary drawing power away from political parties and gave it to an independent commission. The "top two" initiative of 2010 snatched the primaries away from the parties by awarding the November runoff spots to whichever candidates finished first and second in each primary race, regardless of political affiliation. Those combined reforms, at play for the first time in the June 5 primary, have created districts in which incumbents vie against each other for voter support, as Southern Californians are seeing in the 30th Congressional District matchup featuring longtime House veterans Howard Berman and Brad Sherman and in the 44th District race that pits three-term Congresswoman Laura Richardson against first-termer Janice Hahn — or, in the case of the new 26th District that covers most of Ventura County, a wide-open seat with no incumbent at all.

  17. Howard Berman for Congress in the 30th

The Democratic slugfest underway in California's 30th Congressional District is the product of two political developments of recent years: the open primary and nonpartisan redistricting. The former means that the two top finishers in the upcoming congressional race will face each other again in the fall, even if both are from the same political party; the latter has resulted in two titans of the Southern California Democratic Party having to face each other. Rep. Howard Berman and Rep. Brad Sherman are admirable public officials with long and impressive records of service. Either would provide solid representation for the 30th District. Faced with a tough choice, The Times endorses Berman.
