1. Obama plays his high cards

As President Barack Obama nears the end of his first term, has he finally found an inner LBJ to channel?
As President Barack Obama nears the end of his first term, has he finally found an inner LBJ to channel? His recent words and actions suggest he has turned a corner from his earlier wishful thinking about playing nice with obstruction-minded Republicans...

3. Ending filibuster abuse

The announcement last week that South Carolina's Jim DeMint is leaving his Senate seat to run the Heritage Foundation caused some in Washington to wishfully think that perhaps the move might usher in a more congenial, if not cooperative, outlook in the U.S. Senate. But while Mr. DeMint set the gold standard for ideological purity (denouncing his own party's candidates from time to time when they failed to measure up to his tea party, ultraconservative viewpoint), there are still plenty in the GOP with the flexibility of a ramrod.

5. To restore the bay, restore the bay partnership

When the Chesapeake Bay restoration program began in earnest in 1983, with the signing of the first Chesapeake Bay Agreement, it was hailed as the beginning of a new era of interjurisdictional partnering to save a national treasure. And so it was.

9. Yes, debates matter

The first debate between President Barack Obama and former governor Mitt Romney is over, and there was a clear winner: Mitt Romney. Even President Obama's own team realized the obvious by suggesting veteran moderator Jim Lehrer did a poor job. (News flash — debate winners do not complain about the moderator.) Mr. Romney was clearly more engaged and engaging. He defended his policies and interacted with President Obama. President Obama's answers were often meandering and unfocused, and when Mr. Romney spoke, the president just looked down or seemingly ignored him. At one point, the president even asked the moderator if they could just move on to a new topic.

11. It's all Obama's fault -- and he can't do anything about it

Presidents get the praise or blame for everything that happens on their watch, but, as Barack Obama has learned, the things the commander-in-chief can actually command are limited in number, thanks to James Madison and Newt Gingrich.

13. The Goldwater legacy

As the 2012 Republican National Convention gathers in Tampa, I find my thoughts going back nearly half a century, to San Francisco in 1964. It was the first political convention I covered as a reporter, and it was the one at which Sen. Barry Goldwater...
