Prior to being elected mayor, Naugle served as a Fort Lauderdale City Commissioner from 1985 to 1991. Jim Naugle is married to Carol-Lisa Phillips, a Broward County circuit judge. They have a daughter, Rachel. Naugle was born in Fort Lauderdale in 1954. Jim Naugle's father ran a paint store downtown for many years. Currently, Naugle owns a realty company, Jim Naugle & Co. He is a registered Democrat but supports Republican candidates and holds Republican philosophies. He is an avid fan of conservative commentator Rush Limbaugh. Jim Naugle was the subject of the "Flush Naugle" campaign in 2007, after he made comments about gays that were published in the South Florida Sun-Sentinel and angered the gay community. The comments made national news, especially because Fort Lauderdale is considered a gay-friendly town. Naugle's most incendiary comment in that saga: "I don't use the word gay. I use the word homosexual. Most of them aren't gay. They're unhappy." He also supported a proposed $250,000 robotic toilet for the beach, because he said a single-stall toilet would deter the "homosexual activity" he said plagues public restrooms. A group came to his side to support him, with the slogan "Mayor Naugle is right." Those weren't the first controversial words to come from Naugle. Fort Lauderdale Mayor Jim Naugle is a maverick on the Fort Lauderdale City Commission, often the lone "no" vote on issues like big development. He created a stir in 2006 when he rejected the idea that the city force residential developers to sell or rent new housing at artificially low prices, or kick money into a kitty that middle-class buyers could use to buy or rent homes. Naugle said that would raise prices for people who work two or three jobs and can afford to buy one. "I'm supposed to subsidize some schlock sitting on the sofa and drinking a beer, who won't work more than 40 hours a week?"
