  5. Congress flies blind

What does it require to get members of Congress to take action quickly and decisively on an issue of federal spending? Now we know. The possibility that they will be delayed in an airport terminal somewhere waiting for a flight out of town is apparently so abhorrent that the usual gridlock and party politics just don't apply.

  7. Replace the sequester before it's too late

Over the past six years, Maryland has taken a balanced approach when it comes to fiscal policy — making responsible cuts to spending while prioritizing investments in jobs, opportunity, and a stronger middle class. Because of this balanced approach, we're on the verge of eliminating Maryland's long-standing structural deficit, we have achieved the No. 1 public schools in the country for five years in a row, and since 2007, we've done more than any other state in the nation to hold down the cost of college tuition.

  11. Agencies in Maryland dodge furloughs — for now

A month after across-the-board federal spending cuts began, there are signs that one of the most troubling potential consequences for Maryland — the furloughing of federal employees — might not be as widespread as initially feared.

  19. Invest wisely in early childhood

As we struggle through the fifth year of recession, facing budget cuts, austerity and now the sequester, it may be a good time to re-evaluate our national priorities. Last year, the Reach Out and Read program that distributes books to low-income children from 6 months to 5 years lost its federal grant and this year the Head Start program is being cut back. 21. Corporate welfare for Lockheed Martin

At this time of severe cutbacks in government funding for food stamps, early childhood education and Meals on Wheels, some Maryland legislators are hard at work looking out for the welfare of one of the world's wealthiest corporations. Under a bill advancing in the General Assembly, the Lockheed Martin Corp. would have the taxes on its luxurious Bethesda hotel and conference center reduced by approximately $450,000 a year. An earlier version of the legislation also included a $1.4 million refund for the period since 2010.
