    In September, the Palestinian Authority  of Mahmoud Abbas plans to bring a statehood petition to the United Nations. The initial plan is to bring it to the Security Council for approval.  If the U.S. vetoes it, as expected, the PA will then bring it to the U.N. General Assembly, where it hopes to mobilize a vast majority to support  a Palestinian state along the pre-1967-war boundaries, with East Jerusalem as its capital.

    Israel and the Palestinians are on a collision course this week, as the government of Palestinian Authority leader Mahmoud Abbas prepares to unilaterally seek United Nations recognition of an independent Palestinian state. If Mr. Abbas goes through with his plan, it would force the U.S. to use its veto on the Security Council to block the proposal, which it has promised to do — but which would also leave it in a far weaker position to influence events in the region. U.S. officials are desperately hoping to avoid such an outcome, but at this point the best they may be able to do is limit the damage.

    After a year of calamitous turns in the relationship between Washington and Islamabad, many Americans are wondering how this troubled alliance can possibly be repaired. Even more may be wondering  whether we can simply extricate ourselves from it, finding other partners and other strategic options in South Asia. Alas, Pakistanis have had similar doubts about America even longer, which goes far toward explaining their hedging behavior; many in the nation's military and intelligence services tolerate or even support the militant Haqqani network and localTaliban (Quetta Shura) in ways that destabilize Afghanistan and lead to the deaths of Afghans and NATO troops. Certainly, it seems safe to conclude that Pakistan is our most complex ally since Stalin's Soviet Union, a poster child for what a foreign "frenemy" looks like for the United States.

  19. Obama's Mideast speech: Israel and the Arab Spring

    The most surprising aspect of President Barack Obama's speech Thursday on U.S. policy in the Middle East may have been his strongly worded call for a two-state solution of the Israeli-Palestinian conflict, based on Israel's  boundaries before 1967. Observers had been speculating for weeks about whether Mr. Obama would offer his own plan for a Mideast peace agreement as the White House scrupulously declined to comment on the subject. Yet the outline for peace unveiled by the president Thursday was surprising not so much because it was anything new but because, as the president acknowledged, everybody has known all along that's what ultimately has to happen — even though they've spent decades pretending otherwise.

    Israeli Prime Minister Benjamin Netanyahu must have known how disingenuous he sounded when he professed to be shocked — just shocked! — by President Obama's call on Thursday for a resumption of Israel-Palestinian peace talks based on Israel's 1967 boundaries. That's been the unstated premise for every American-brokered attempt since 1993 to bring about a two-state solution in which Israelis and Palestinians live side by side in peace. For Mr. Netanyahu to wax indignant over Mr. Obama's reference to the 1967 lines as a starting point for negotiations appears only to confirm suspicions that the current Israeli government isn't really serious about making peace on any terms.
