TALLAHASSEE – Top House and Senate budget negotiators met Thursday and finalized spending plans for the courts and most state agencies, but major differences still need to be resolved to get to a final budget deal and avert a partial government shutdown by June 30. Senate budget chief Tom Lee, R-Brandon, and his counterpart Rep.
