Harford's Glassman's $735.2 million FY17 budget funds 3 percent merit raises, road repairs

Harford County Executive Barry Glassman is continuing his focus on investing in county employees and keeping the "lowest level of capital spending in 16 years," in the $735.2 million proposed fiscal year 2017 operating and capital budget he unveiled Wednesday.

Glassman proposes $655.1 million in operating expenses, about $12.9 million more than the $642.3 million than the current operating budget. The capital budget is proposed at $80 million, down from $91 million, and has a big emphasis on road repairs.
