Harford estimates board approves deal to outsource landfill, recycling operations

Harford County's plan to turn its solid waste operations over to a state government backed company run by former county executive Jim Harkins was approved Tuesday afternoon by the members of the county's Board of Estimates, who voted unanimously to spend up to $4.7 million on a 10-month agreement between the county and Maryland Environmental Service.
