The girl was taken to a local hospital last Saturday with third-degree burns over nearly 30-percent of her body, according to San Bernardino County sheriff's officials.
She was listed in critical but stable condition.
Bryan Lee Escalante, 23, and Vanessa Marie Poindexter, 25, both of Victorville, were charged with child cruelty, sheriff's officials said.
Investigators say Poindexter is also facing an additional charge of torture.
The Press-Enterprise reports that the torture charge accuses Poindexter of intentionally and cruelly causing extreme pain and great bodily injury "for a sadistic purpose."
There were reportedly four other children in the home, including an 11-day-old infant, who were placed into protective custody.
No further details have been released in the case.
