Cecilia W. Murphy, a retired telecommunications worker who also had been co-owner of a restaurant at Belvedere Square, died of multiple sclerosis Nov. 11 at her Towson home. She was 55. The daughter of Robert F. Wintz, a salesman, and Lorraine Gill Wintz, a medical receptionist, Cecilia Marie Wintz was born in Baltimore and raised in Loch Raven Village. She was a 1977 graduate of Mercy High School and earned a bachelor's degree in 1981 from what is now Notre Dame of Maryland University.
