Charles H. Foelber, a retired executive of the old U.S. Fidelity & Guaranty insurance firm who had been chairman of a Maryland universities board, died of arterial sclerosis Oct. 9 at Stella Maris Hospice. The Timonium resident was 88. Born in Fort Wayne, Ind., he was the son of Herbert Foelber, an insurance manager, and Marie Roesener Foelber, a homemaker. He enlisted in the Army Air Forces immediately after graduating from high school and was trained as a bombardier-navigator at the end of World War II.
