  3. Justice eludes tenants

    On most days in landlord-tenant court in Baltimore City District Court, the only issue is: "Did you pay your rent?" If not, you are on the street. No defense is allowed, such as "I was sick and lost time from work," "My benefit check did not arrive," or even, "We have no hot water and there is mold growing in the apartment because of the leaky roof." The tenant must be able to pay the full amount to even raise a legal claim that the housing is posing a health danger. If rent due has not been paid, and the tenant cannot pay the full amount, the tenant is summarily evicted. This story is repeated hundreds of times each month in Baltimore.

    Republicans accuse Thomas E. Perez, President Barack Obama's nominee for labor secretary, of twisting the legal process in three cases in St. Paul, Minn., to suit his political purposes. But it is they who are twisting the Senate's role to "advise and consent" on presidential nominees for their own political ends, and in so doing they have smeared the reputation of a talented public servant and damaged the institution in which they serve. Mr. Perez made it out of committee on a party-line vote Thursday, but Republicans are still suggesting they may try to block his nomination on the Senate floor. If they are unwilling to allow an up-or-down vote on Mr. Perez's confirmation, Senate Majority Leader Harry Reid should do what he should have done four months ago and enact real and substantial filibuster reform, whether Republicans like it or not.

    Harbor East is moving farther east with baker-cum-developer John Paterakis Sr.'s announcement Friday that he will break ground this summer on a new, mega-Whole Foods and later on a new residential/retail building across Central Avenue from the glittering mini-city he has almost single handedly built during the last 15 years. Things are bustling in that corner of the city, what with the planned construction of a new headquarters office tower for Exelon Corp. and a variety of other smaller scale residential, retail, office and hotel developments nearby. Mr. Paterakis is even talking up the possibility of adding more stories atop the Four Seasons hotel that opened on the waterfront less than two years ago. When it comes to Baltimore development, this stretch of land between the Inner Harbor and Fells Point seems like the place to be.
