The recent tragic death of bicyclist Thomas Palmero ("Bishop charged in fatal crash to remain in jail," Jan. 13) and the arrest of Michael Phelps ("Michael Phelps gets no jail time after entering guilty plea in DUI case," Dec. 19) clearly shows our current criminal justice system is failing to keep us safe from repeat drunk drivers. Both Bishop Heather Elizabeth Cook, who is accused of having been intoxicated during the fatal crash that killed Palermo, and Mr. Phelps were had both been convicted of driving drunk before and were given minimal punishment after their first conviction. In addition neither was forced to confront their obvious problem with the drug alcohol....
