    The Maryland Senate's vote today to repeal the death penalty was a milestone in an effort to remove from the law a sentence that puts vengeance above justice, fails to deter crime and provides for the families of victims not the closure they crave but instead years of frustration and heartache.     The breakdown that led to the shooting of a University of Maryland police officer during a training exercise last week does not appear to be a matter of insufficient policies and procedures. The Baltimore City Police Department, whose officer has been identified as having shot the trainee in the head after mistakenly pulling his service weapon, has policies in place that should have prevented this from happening. The problem appears to be that they were not followed, and the department's main focus needs to be on determining who was at fault &mdash; and, most likely, dismissing them from the force.

    As Maryland lawmakers debate whether to ban capital punishment in the state, The Sun will host prominent advocates on both sides of the issue for its first Newsmaker Forum of 2013. National NAACP President Benjamin Todd Jealous, who has helped marshal support for the repeal effort, and Baltimore County State's Attorney Scott Shellenberger, an opponent of repeal, will answer questions from Sun editors and members of the audience. The event will take place from 7-8 p.m. on Thursday, Feb. 21 at The Sun building, 501 N. Calvert St., Baltimore.
