1. Tom Perez and the 'nuclear option'

Republicans accuse Thomas E. Perez, President Barack Obama's nominee for labor secretary, of twisting the legal process in three cases in St. Paul, Minn., to suit his political purposes. But it is they who are twisting the Senate's role to "advise and consent" on presidential nominees for their own political ends, and in so doing they have smeared the reputation of a talented public servant and damaged the institution in which they serve. Mr. Perez made it out of committee on a party-line vote Thursday, but Republicans are still suggesting they may try to block his nomination on the Senate floor. If they are unwilling to allow an up-or-down vote on Mr. Perez's confirmation, Senate Majority Leader Harry Reid should do what he should have done four months ago and enact real and substantial filibuster reform, whether Republicans like it or not.

3. IRS follows Obama's lead

Of course the president deserves some of the blame.
Of course the president deserves some of the blame. Yes, it's extremely unlikely he ordered the IRS to discriminate against tea party, pro-life or Jewish groups opposed to his agenda (though why anyone should take his word for it is beyond me). And...

5. Kevin Krigger could ride into Preakness history as black jockey

The day after riding in the Kentucky Derby, Kevin Krigger packed his family and gear and headed for Pimlico Race Course — by way of Cincinnati. A woman there had captured his heart. She was Liliane Casey, 88, whose father, Jimmy Winkfield, was the last black jockey to win the Derby, or any Triple Crown race, in 1902.

7. Choice is key to educational opportunity

David Wilson has it spot on ("Why education should be considered a civil right" May 13). K-12 education is not only the civil rights issue of our time, it is the moral issue of our time. The public education system is failing far too many kids and the poorer one is, the worse it is. Why should anyone's educational opportunities be rationed by their family income?

11. Will Minnesota make a marriage equality trifecta?

Six months after Maryland, Maine and Washington voters endorsed same-sex marriage at the ballot box, two more states have adopted laws allowing gay couples to marry, and a third is poised to join them. On Tuesday, lawmakers in Delaware adopted a same-sex marriage law, and Minnesota's House of Representatives passed a marriage equality measure there today, setting up a final vote in the Senate on Monday. Last week the Rhode Island legislature adopted a similar measure. That three states have moved to legalize gay marriage over the span of less than a month shows how quickly public attitudes toward same-sex unions are changing. Still, more progress may be difficult until more Republicans start to see the issue as one of civil rights, equal protection under the law and individual liberty.

15. Why education should be considered a civil right

I recently spoke at a seminar at Harvard on the theme of education as a civil right. Among other things, the seminar conveyed the urgency as well as the intractability of the problem of low college completion rates for certain groups of young people in our society.

17. One-party rule in Maryland exacerbates jail scandal

The evil that comes from a one-party state could not be more glaring than in the wake of the federal indictments over the corruption in the state-run Baltimore City Detention Center.

21. Dirt bikers no victims of racism

Really, Mr. Conaway! In his defense of dirt bike riders ("Don't penalize city kids for riding dirt bikes," April 25), Baltimore Circuit Court Clerk Frank M. Conaway Sr. places blame for this problem on the Baltimore Police Department and their vendetta against black youth. The inner city is rife with Mr. Conaway calls a "nuisance" while Baltimore drivers see it as a clear and present danger. I have slammed on my brakes numerous times and swerved into other lanes trying to avoid a collision.
