These last few years will go down as a time when Marylanders took steps to recognize the humanity of those who have too often been marginalized. In 2011, the General Assembly voted to stop penalizing children whose parents brought them to the United States illegally when it came time for them to go to college, an important gesture in the nation's polarized immigration debate. In 2012, lawmakers extended equal rights to same-sex couples who wanted to marry.
