A Baltimore jury Tuesday found Paul Schurick, former Gov. Robert L. Ehrlich Jr.'s campaign manager, guilty of fraud and related charges for his role in an Election Day 2010 robocall — a decision hailed by government watchdog groups who say that for too long dirty tricks have tainted Maryland politics.

  3. Hotline gives state whistle-blowers a place to call

It's just an ordinary phone, the hotline that tips the state of Maryland's bloodhounds that something's amiss in one of the agencies. It isn't red, there are no special bells and whistles, but it does get answered.

  5. The year that wasn't

A year ago, soon after the Tunisian uprising, I demonstrated my powers of prediction in a column about the democracy movement in the Arab world. The revolution in Tunisia, I wrote, "arose from local circumstances that don't foretell what will happen anywhere else." Three weeks later, Egypt's Hosni Mubarak fell, and the Arab Spring was in full bloom.

  11. 2011: A re-wind

Fast cars zipped around downtown Baltimore streets and, it turns out, the race promoters' financial messes. A robocall that urged voters to relax and stay home led jurors to a vote of their own: guilty of election fraud. We bade farewell to an iconic mayor, and began ushering out the city's last Fortune 500 company.

  21. Mailing it in: A better way to conduct special elections in Maryland

Holding an election is an expensive business. State and local governments must coordinate to recruit, train, supervise and pay civic-minded poll workers who come early and stay late to set up and tear down polling places all over Maryland, consuming millions of dollars from our state and county treasuries. Special elections, required by law to fill vacancies in county councils and the House of Representatives, are among the most expensive elections we run. Current law requires holding both primary and general "special" elections, requiring expenditures and planning similar to those of regular elections.

The bursting of the housing bubble deepened the recession that began in 2007, and it continues to drag down the economy's recovery.
