Havre de Grace council appoints economic development director

A slightly divided Havre de Grace City Council approved the appointment Monday of a new economic development director. Tom Lofland, 62, of Elkton, will start steering business development in the city starting May 19. The retired senior vice president of PNC Bank in Elkton will earn $90,000 annually. He said his two top priorities will be retention of businesses and the search for new businesses for Havre de Grace. Councilman Joe Smith was alone in voting against Lofland's appointment.
