Kruger indicated that the NFL informed him that the fine stemmed from wearing the back of his jersey up higher than allowed, which exposed the back of his shoulder pads.
"I'm going to appeal it," Kruger told The Baltimore Sun. "I didn't even get a warning about it. They just fined me."
Kruger added that he hasn't been told of any pending fine from the NFL for his unnecessary roughness penalty where he struck Pittsburgh Steelers quarterback Charlie Batch late in the fourth quarter of a 23-20 loss.
The penalty led to the Steelers' game-winning field goal.
