During a conference call, Kiper predicted there's "no way" Te'o will last until the 32nd overall selection.
He also predicted that Georgia linebacker Alec Ogletree will also be gone by the Ravens' pick.
Kiper forecasts LSU inside linebacker Kevin Minter, who met with the Ravens at the NFL scouting combine, as a "nice pick" for Baltimore.
If the Ravens go the safety route in the first round, Kiper mentioned Florida standout Matt Elam and fast-rising Florida International player Jonathan Cyprien as possibilities. He said Texas' Kenny Vaccaro will be off draft boards early in the first round.
Kiper believes that the Ravens will obtain an inside linebacker, safety and offensive tackle in the early rounds, mentioning Arkansas Pine Bluff's Terron Armstead as a potential second-round target for Baltimore.
As far as trading out of the first round, which general manager Ozzie Newsome has been a proponent of in the past, Kiper said: "Trading down is always an option at 32. For any team between 29 and 32, trading out is always a good option."
Kiper praised Maryland tight end Matt Furstenburg as a strong late-round prospect.
