A scout's take

"He has really grown in the past year. He has gained a lot of confidence. I think he believes he has the ability to make the big pitch now. In the past, he didn't have that confidence in his stuff. I see him as a No. 3-type, with the possibility of growing into a No. 2."

A scout's take

"He's the key for the Orioles this year. If he pitches the way he did in the second half of last year, he is a No. 2 starter or better. If he pitches like he did in the first half of last year, then he is just another guy. You have to wonder what guy is going to show up, and I don't think the Orioles know, either."

A scout's take

"The biggest thing for pitchers is endurance and how you finish up. The past two years should have helped Chen. He knows how long the season is now, and hopefully his body will be able to respond and have better endurance down the stretch. I like Chen, but he hasn't finished strong the past couple of years. I've seen him at 93 [mph] this spring, so maybe he is a little stronger."

A scout's take

"I like his sneaky fastball. To me, he is a classic No. 4. When I watch him pitch, he is one of those guys who have been able to make a big pitch when he has to. He pitches better than what his stuff is. I really like his makeup."

A scout's take

"He may have more value to the Orioles in the bullpen later in the year when they get some of their injured pitchers back. He has a questionable angle to the plate, and I haven't seen him get his breaking ball over consistently. I just see him as a No. 5 starter, but if he is able to fire away for one inning at a time, he might be a different guy."
