Unauthorized Zoo Party - (Cook County, IL) $79,000

Officials in Cook County, Ill., used $79,000 in federal funds meant to repair and rebuild homes damaged by floods to throw a picnic party at a local zoo for an estimated 2,200 victims of a 2008 flood who had yet to receive help.  A spokesman for Cook County Board, President Todd Stroger, said the event¿¿¿s costs included catering fees of $28 per adult and $23 per child for "hungry as a
bear" picnic baskets, and a $2,000 charge for pavilion rental.
