Ryan, who has been a rising star within the GOP, built a reputation for his focus on budgetary issues. Though he didn't emerge from the 2012 campaign unscathed, the Wisconsin congressman retains his status as the chairman of the House Budget Committee, and he would shock many were he not to run in 2016. |
