On public school spending, Florida's ranking fell significantly in the last decade.
The state trailed the national average in per-pupil spending last year by $840, according to the report. Florida's per-student spending of $4,600 gave the state a ranking of 42nd in the nation, down from 21st in spending a decade earlier.
