This is an undated file photo of a satellite receiver in the Chequamegon National Forest near Clam Lake, Wis. It was part of a 150-mile network extending from Humboldt Township, Mich., to Clam Lake, Wis., that the U.S. Navy's Project ELF used to communicate with submarines around the world. The Navy shut down the extremely low frequency radio transmitter in 2004. Now Humboldt Township officials say they¿re planning to take over facilities in their community from the Defense Department and find civilian uses for them.
