City Council hears development plans for proposed annexation

The Laurel City Council heard a presentation at Monday's meeting from  Prince George's County property owner Strittmatter Land, and its development partner, Mill Creek Residential Trust, about the possible annexation and residential development of land southwest of the city's limits.

The land up for annexation lies between I-95 and the Mayfair neighborhood along Contee Road. The parcel will be bordered to the south by the State Highway Administration's development of the third segment of the Intercounty Connector, which is currently occupied by Van Dusen Road.

Monday's meeting marked the third public hearing on the city's possible annexation of two parcels that the developer intends to combine for one use. The first parcel is approximately 40 acres and owned by Strittmatter Land, a division of the excavation company Strittmatter Companies. The second, owned by the state and previously owned by the Prince George's County Board of Education, is 12 acres and borders the backyards of the homes on the west side of Ironbridge Road.

Edward Gibbs, Strittmatter's attorney, said his client is close to exchanging the 12-acre former Board of Education property with the SHA for 22 acres of Strittmatter land that the state took for the ICC.

Gibbs said the SHA acquired the Board of Education parcel as a result of an eminent domain settlement agreement between the county, state, and Konterra, a planned mixed-use development south of Laurel.

Gibbs said Strittmatter plans to combine the parcels to create a mixed-use development on the site designed by Mill Creek. A presentation from Mill Creek Mid-Atlantic managing director Chad DuBeau revealed the company's experience in developing upscale, multi unit, residential properties..

The council will hold a fourth public hearing at its next meeting on Monday, July 23, where council clerk Kim Rau anticipates the Council will take action on the annexation proposal.
