HCEDA hires vice president of Business Development

The Howard County Economic Development Authority announced that Stephen Rice has been hired as the vice president of business development.

Rice has been an economic development policy analyst for the Manhattan Borough President's Office and director of economic development projects for the Greater Baltimore Urban League.

Rice was raised in Howard County and has served on various local civic commissions. He currently serves as a captain in the Maryland Defense Force.

Rice will be in charge of helping to attract businesses to Howard County and retaining current businesses. He will be involved in the redevelopment of some of the county's communities, including Columbia's Town Center, the Route 1 Corridor and the Route 40 Corridor.

Dave Wheeler, senior vice president of the Columbia Bank, was recognized at the Maryland Association of Community Services annual meeting and volunteer awards program. MACS is a private, nonprofit organization dedicated to strengthening agencies to support people with developmental disabilities and their families. Wheeler was nominated for and won The Arc of the Central Chesapeake Region's Volunteer of the Year Award.

Wheeler has worked with The Arc of the Central Chesapeake for more than three years and serves on its board as secretary and chairman of the Development Committee. He is also a former member of its finance committee.
