The construction project along East Washington Street is far from being finished.  It is estimated that crews will work at least three more months to complete the project.

Donald Black who works along East Washington Street said it has been three to four years since the project started.  

"It just backs up the traffic.  People (who) are coming into (the) businesses, it takes too long.  It hurts our business," Black said.

While crews are finishing final touches like permanent markings on one section of the project, there is another part that requires more work.  There is still a section that needs about 300 feet of road to be placed down and 500 feet of shoulder.

"They have widened the street.  (They made) it look better. It has improved," Black said.

The contract for the INDOT US 40-East Washington Street Major Moves project is roughly $13.8 million.  According to INDOT representatives, though, they have noticed what they consider 'failed concrete' along a portion of the road.

"We've asked the contractors to fix it.  They are refusing to fix it," said Will Wingfield with the Indiana Department of Transportation.

According to INDOT, they are working with the company, E & B Paving, to settle the matter.  According to INDOT, that work could cost up to $1 million.  INDOT said they are pushing forward with the rest of the project, hoping to come to an agreement with the company soon.  FOX 59 has called E & B Paving.  We are waiting for a call back. According to INDOT, E & B is a fine contractor.

"We do feel it is important taxpayers get the product that they paid for and that companies that build these are accountable for that," Wingfield said.
