BRONX, NY—How much DO you have to pay to keep your kids away from perverted teachers?
Apparently, $42,000 a year isn't enough.
Thirty-year-old Richard Hovan is the latest in a long line of NYC teachers to be arrested. He was arraigned yesterday on three counts--two criminal sexual acts and one endangering the welfare of a child.
The District Attorney alleges he started his inappropriate relationship with a 15-year-old in December 2010, and when she turned 16, they twice had sexual encounters in his Chelsea condo at 101 W 23rd St. while his fiancee wasn't home.
Hovan taught Calculus and Geometry to New York's upper crust at Riverdale for less than a year and at the Buckley Boys' School on the east side. He also had a successful business as a home tutor.
"I think it's terrible. Terrible," lamented a neighbor as she exited the building where Hovan lived.
Reports even say that once his fiancee came home unexpectedly, and the girl hid on the building's fire escape.
Marge Zwanziger, a self proclaimed 'old maid' at 94 who shares the same building with Hovan, said, "I don't think anybody should be doing that with a young girl. I don't care if he's a teacher or a tramp."
"It's a terrible thing. They are in a position of being trusted. They are really taking advantage. It's awful," chimed in another neighbor.
But this is not Hovan's first teaching job or alleged student relationship. He taught for two years at the Westtown School in Pennsylvania, where reports say he engaged in an inapropriate relationship with a girl under 17.
In a statement, the said the school is cooperating with the District Attorney's Investigation.
Angelo Lado, another neighbor, didn't hold back on his judgment of the teacher. "Sounds like a smart guy too. But, he wasn't so smart."
PIX11 News asked each of the schools to explain their background check process that allowed the alleged pedophile onto their campuses: None would answer questions about the process.
Riverdale would only say in a statement that they called authorities "and terminated the teacher." Hovan is reportedly working as a private tutor in Brooklyn.
The DA says it has pictures, texts, emails and even a recorded phone call with the underage girl. Hovan pleaded not guilty and was released on $25,000 bail.
