City should 'watchdog' its own problems

Why does the city get praises for being watchdogs for private business ("Baltimore vs. Wall St.," July 17), but does not audit its own organizations?

There are incorrect water bills, incorrect property taxes, lead paint lawsuits, employees gambling on taxpayers' time and property and corrupt cops.
