Who's to blame for the bad contractors? [Letter]

I find it interesting that the contractors are being blamed for Maryland's health insurance exchange debacle ("Sharfstein tells Congress contractors are to blame," April 4). Who selected the contractors? What were the reasons for selecting these contractors? Hope it wasn't lowest cost/price. Who was the assigned project manager for Maryland? What was the experience of the government people who were supposed to monitor the development of this software package? What experience did they have in software development in the past? Who wrote the statement of work for the job? Where were the governor and lieutenant governor during the program, and how many program/project status meetings did they attend?

Make sure these questions are answered for the citizens of Maryland so they get the complete picture. There is enough responsibility to go around, and now the Maryland taxpayer must spend $50 million more (over what has already been spent).
