Ken Ulman

Howard County Executive Ken Ulman is finishing his second term, and he has earned a reputation as innovative and open to new ideas. He enacted the Healthy Howard program, which offered the promise of universal health care for residents of the county. He graduated from the University of Maryland-College Park and Georgetown University Law Center, served in Gov. Parris Glendening’s administration and spent one term on the Howard County Council before winning the race for executive in 2006 at the age of 32, making him the youngest person elected county executive in Maryland history. Advantages: Mr. Ulman has used his position as a former Maryland Association of Counties president to build relationships throughout the state, the same sort of strategy Mr. Glendening employed in 1994.
