The idea of spending a half-million dollars to study the Baltimore's water supply system is in itself in need of a study and investigation. Questions as to who proposed the study; who prepared the specifications; where did the funding would come from, and so on.
Until these questions are satisfactorily answered, a hold should be placed on this outlandish use of public funding.
