There are three developments by three different developers planned for Owings Mills ("A boon for Owings Mills," July 19).
The first let one of the premier malls in the area fall into disarray without any apparent plan to fix the problem. The second fights with the county. The third has a first-rate tenant ready to go and is set to put shovels in the ground.
I don't think this is hard decision. Take the sure thing, and one of the best retailers in the country.
